SEALED BIDS are invited by the County College of Morris, in connection with a single overall construction contract for the Health Professions Center in accordance with the Project specifications and drawings.
SEALED BIDS may be hand-delivered or sent via U.S. Mail or overnight courier to the Director of Purchasing, County College of Morris, Room 102, Henderson Hall, until 1:00 PM prevailing time on November 26, 2024, at which time all Bids will be publicly opened and read. Any risk of non-delivery of bid is the sole responsibility of bidder. Only bids that have been received by the Owner, date stamped, and time noted are the responsibility of the Owner. Bids received after the opening time will be rejected. No Bids will be accepted by e-mail or facsimile transmission. Bids may be submitted in person and will be date stamped with time of receipt noted on the outside of the sealed bid package by the Owner prior to the time set for bid opening. In order to be considered, bids must be sealed and the outer envelope clearly marked:

Bid proposals for the above single overall construction contract will be received from bidders registered with the New Jersey Division of Revenue and Department of Labor, and classified by the New Jersey Department of Treasury, Division of Property Management and Construction (DPMC). Bidder shall submit with the bid a current prequalification certificate issued by DPMC for one of the following classifications:
C008 - General Contractor
In addition, the bidder is required to identify in the bid proposal, any subcontractor proposed to perform electrical work, plumbing and gas fitting work, structural steel or ornamental iron work, or HVAC work. The listed subcontractors must hold a current DPMC prequalification certificate in the indicated trade. Where a subcontractor is not listed for one of the foregoing specialty trades the Bidder will be deemed to have elected to perform the trade work with Bidder’s own workforce.
Each bidder shall also be registered pursuant to the Public Works Contractor Registration Act, N.J.S.A. 34:11-56.48 et seq. and is requested to provide a valid current contractor registration certificate with its bid.
Any bid submitted without a copy of a valid and active prequalification/classification certificate, may be rejected as non-responsive to the bid requirements.
Bidders must use and complete fully the Bid Forms provided with the Bid Specifications and comply with all requirements set forth in the Instructions to Bidders and on the Bid Documents, including submission of bid security in an amount of 10% of the total amount bid, in the form of a Certified Check, Cashier’s Check or surety Bid Bond, furnished by a Surety Company authorized to do business in the State of New Jersey. Bidders are required to comply with the requirements of Affirmative Action, N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27, NJ State Prevailing Wage Act, N.J.S.A. 34:11-56.48 et seq., and “New Jersey Business Registration Requirements,” 2009, c. 315. These compliance requirements are described in the Instructions to Bidders.
This project is funded in part by federal funds. As such, all contractors and subcontractors must comply with applicable federal laws and regulations, including but not limited to the Davis-Bacon Act, which mandates prevailing wage rates, and the Equal Employment Opportunity Act. Contractors must submit a signed certification of compliance with federal requirements as part of their bid. All materials used in the project must comply with the Buy American Act. The contractor is responsible for maintaining accurate records and submitting required reports as specified in the bid documents.
Prospect bidders looking to respond to this bid opportunity that will be federally funded are required to be registered in the System for Award Management (SAM.gov).
Bid Forms, Instructions to Bidders, and Contract Specifications and Plans may be examined and obtained during office hours (9:00 A.M. - 4:00 P.M.) on or after Thursday, October 24, 2024 at 12:00 P.M., at the office of the Director of Purchasing, County College of Morris, Henderson Hall, Room 102, (973) 328-5045. No documents will be faxed to prospective Bidders. There is a non-refundable fee of $12.00, made payable to “County College of Morris” for the purchase of the flashdrive.
Owner reserves the right to reject any or all bids in accordance with applicable law, N.J.S.A. 18A:64A-25.15., and to award the contract to the lowest responsible bidder.
